Before you build a new house, add a floor or rebuild an old structure in Delhi, the building plan must be sanctioned by the local authority. Building without sanction can lead to sealing, demolition orders and trouble when you sell or take a loan. This guide explains how the process usually works.

1. Find the right authority

Most plots in Delhi fall under the Municipal Corporation of Delhi (MCD). Properties in the New Delhi area fall under NDMC, and some areas and land types involve the Delhi Development Authority (DDA). Large or sensitive projects may also need DUAC review and a Delhi Fire Service (DFS) fire NOC. Your architect confirms which apply to your plot.

2. Check your property documents

Typical documents include proof of ownership (sale deed, conveyance deed or lease deed), the approved layout or plot details, property tax receipts and identity documents of the owner. Missing or unclear documents are the most common reason for delay, so collect them before design starts.

3. Design within the building bye-laws

Delhi follows the Unified Building Bye-Laws and the Master Plan for Delhi. These set limits such as ground coverage, FAR (floor area ratio), height, setbacks, parking and stilt use for your plot size. A good design uses the maximum permitted area while staying within every limit – this avoids objections later.

4. Prepare the sanction drawings

The architect prepares the plans, sections, elevations and site plan in the required format. A structural engineer provides the structural safety certificate, and other certificates are added depending on the building type.

5. Submit online and pay the fees

Building permits in Delhi are applied for online. After submission and fee payment, the authority scrutinises the drawings and may inspect the site or raise observations, which your architect answers.

6. Sanction, construction and completion

Once sanctioned, construction must follow the approved plan. After construction, the owner applies for the completion certificate and, where applicable, the occupancy certificate. These confirm the building matches the sanction and are often needed for utility connections, loans and resale.

How long does it take?

It depends on the authority, the building type and how complete your documents are. Plans that follow the bye-laws from the start move fastest.

Rules, fees and procedures change from time to time. Always confirm the current requirements for your plot with your architect or the authority.
