SARAL plan for small plots

Residential plots up to 105 sq m in approved layouts and regularised colonies can use MCD's SARAL plan: you submit an undertaking, documents and a fee per sq m of plot area instead of a full building permit. Larger plots need a normal building permit, which is charged per sq m of built-up area.

How is labour cess calculated?

Under the Building and Other Construction Workers Welfare Cess Act, 1% of the construction cost is paid as labour cess, collected along with the MCD charges. Delhi's Labour Department fixes a minimum construction cost per sq m – ₹20,685 for residential floors, ₹8,400 for stilt and ₹20,750 for basement, plus 30% for electrical, plumbing and development work and the foundation. If your actual cost is higher, cess is paid on the actual cost.

Levy, betterment and additional FAR

Part of today's permitted FAR was added by later Master Plan changes, so MCD charges for it: levy and betterment on the first part, and additional FAR charges – which depend on the colony category – on the rest. Staircase, lift and balconies are not counted in FAR, but they are part of the built-up area on which most other charges are worked out.

What is the compensatory regulatory charge?

Since December 2023 MCD charges a compensatory regulatory charge on every sq m of proposed built-up area, including basement and stilt. It is a small percentage of the colony's circle rate – 0.05% for plots up to 250 sq m and 0.1% above – so it is much higher in A category colonies than in H.
